NATO Visiting Forces in the UK: who this covers
Beyond the US Navy and US Army, several other forces are stationed in or regularly rotate through the UK under NATO SOFA arrangements:
- US Air Force — by far the largest US presence in the UK, based at RAF Lakenheath, RAF Mildenhall, RAF Croughton, RAF Alconbury, RAF Molesworth, RAF Menwith Hill and RAF Fairford.
- US Marine Corps and US Coast Guard personnel, typically in smaller liaison, exchange or NATO-staff postings rather than standalone units.
- Non-US NATO forces — personnel from any NATO member state stationed in the UK are covered by the same reciprocal SOFA and Visiting Forces Relief arrangements. Per HMRC VAT Notice 431, this currently includes Albania, Belgium, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Estonia, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Turkey.

HMRC Visiting Forces Relief: the essentials
Under the NATO Status of Forces Agreement (SOFA), eligible personnel and their accompanying dependants can access Visiting Forces Relief (VFR) — a reciprocal VAT and duty relief scheme run by HMRC. It's set out in HMRC VAT Notice 431, section 7 (Motor vehicles) and the accompanying VAT Visiting Force Relief internal manual.
The vehicle element of VFR lets an entitled person:
- Buy one new vehicle VAT-free per calendar year direct from a UK VAT-registered dealer (two if accompanied by a spouse or civil partner who is also present in the UK), using HMRC form C&E941A, or
- Import or remove a vehicle from a customs warehouse free of import duty and VAT.
To qualify, HMRC requires the vehicle to be a "new means of transport" — broadly, less than 6 months old or with under 6,000km on the clock — purchased or imported in the name of the entitled person, and registered with DVLA once the person and the vehicle are both in the UK.
Does Visiting Forces Relief cover a leased or subscription car?
No. Visiting Forces Relief is structured entirely around ownership. It works in one of two ways — a duty-free import/removal from a customs warehouse, or a direct purchase from a UK VAT-registered dealer using form C&E941A, HMRC's "Certificate of Entitlement to Relief from VAT on the Purchase of a New Means of Transport". Both routes require the vehicle to be bought or imported in the name of the entitled person.
A car lease, PCH agreement or car subscription is not a purchase: the leasing or subscription company remains the legal owner of the vehicle for the whole contract, and what you're buying is the right to use it, not the vehicle itself. Because there's no ownership transfer to the entitled person, there's no mechanism under VFR for a leasing company to zero-rate a monthly rental — the relief simply doesn't reach that kind of transaction.
In practice, this means service personnel who lease or subscribe to a car in the UK — including through Relocate-Relocate's expat car leasing or car subscription service — pay VAT in exactly the same way as any UK resident. VFR only ever reduces the price of an outright vehicle purchase.
Buying a car VAT-free? Go straight to Forces Cars Direct
If you do want to use your Visiting Forces Relief entitlement to buy a new car VAT-free, that's a purchase process, and it's best handled by a dealer set up specifically to process the paperwork. Forces Cars Direct is an appointed DVLA Vehicle Registration Office and explicitly lists "Visiting Forces stationed in the UK" as one of its eligible tax-free customer categories, alongside serving and retired British military, MOD civilians and diplomatic personnel. They'll handle your C&E941A paperwork and DVLA registration as part of the sale.
Prefer not to use up your annual VAT-free allowance?
Because VFR only allows one (or two, if accompanied) VAT-free vehicle purchases per calendar year, and the paperwork and DVLA registration take some lead time, many personnel on shorter UK postings choose to keep that allowance in reserve and simply lease or subscribe to a car instead:
- No UK credit history required — the single biggest obstacle for anyone newly arrived in the UK.
- Fixed-term car leasing from as little as a few months, or a fully flexible monthly car subscription that includes insurance and maintenance and can be cancelled when your posting ends.
- No vehicle to sell, export or dispose of when you leave the UK — unlike a VFR-purchased car, which HMRC requires you to export, sell to another entitled person, or account for the relieved VAT and duty on before you go.
It's worth comparing both routes: a VAT-free purchase usually works out cheaper over a long, settled posting where you'll keep the car for years; leasing or subscribing is usually simpler and lower-commitment for shorter or less certain postings.

The Status of Forces Agreement (SOFA) is the 1951 NATO treaty (Article XI) that sets out the legal status of visiting military personnel from one NATO member stationed in another. It underpins the tax and duty reliefs, including HMRC's Visiting Forces Relief, available to eligible personnel stationed in the UK.
Am I eligible for Visiting Forces Relief in the UK?
VFR is available to entitled personnel of visiting NATO forces (and NATO International Military Headquarters staff) stationed in the UK, and their accompanying dependants. It is not available to British Armed Forces personnel, UK nationals, or anyone permanently resident in the UK. Does the VAT relief cover a leased or subscription car?
No. Visiting Forces Relief is a purchase-based scheme — it zero-rates the sale of a new vehicle to you, or lets you import one duty-free. It does not apply to car leasing, car subscriptions, PCH or any other hire arrangement, because ownership never transfers to you under those contracts.
Where can I buy a VAT-free car in the UK as a visiting forces member?
Specialist dealers such as Forces Cars Direct are set up to process the HMRC form C&E941A and DVLA registration paperwork for Visiting Forces Relief purchases. Standard high-street dealers can also do this in principle, but a specialist will usually be faster and more familiar with the process.

What happens to my VAT-free car when I leave the UK?
Before you leave, you must show your force authorities you still have the vehicle and have arranged to export it, or dispose of it through a permitted route (such as sale to another entitled person). Retiring or discharged personnel who intend to stay in the UK may keep the vehicle but must settle the import duty and VAT liability first, per HMRC's VFR06400/VFR06500 guidance.
Does Visiting Forces Relief apply to non-US NATO personnel too?
Yes. VFR is a reciprocal scheme available to entitled personnel of any NATO visiting force stationed in the UK, not just US forces, subject to the same conditions on vehicle purchases set out in VAT Notice 431, section 7.
Is British Armed Forces personnel eligible for Visiting Forces Relief?
No. VFR relief is specifically for visiting forces stationed away from their home nation under NATO SOFA. It is not available to British Armed Forces personnel serving in the UK, UK nationals, or anyone permanently resident in the UK.
